FOCUS 2026 – Inaugural Session

FOCUS 2026, an International Conference on Fostering Constitutional Understanding in Sovereign States, was organized by the Faculty of Law, Dr. M.G.R. Educational and Research Institute, Chennai, to provide a global platform for scholars, legal professionals, policymakers, and students to deliberate on contemporary constitutional issues.
The inaugural session commenced with the rendition of Tamizh Thai Vaazhthu and the ceremonial lighting of the Kuthu Vilakku by the dignitaries. This was followed by the Welcome Address delivered by Dr. R. Gomathy Sankari, Head of the Department, who warmly welcomed and introduced international and national dignitaries.

An overview of the conference was presented by Dr. J. James, Convenor, highlighting the enthusiastic academic response with a large number of abstracts and research papers submitted from across the globe. Prof. G. C. Kothandan, Executive Director, addressed the gathering and spoke about the vision and growth of the Faculty of Law. Prof. Dr. N. Murugavel elaborated on the achievements of the department and emphasized the importance of constitutional understanding in contemporary society.
Mr. P. Amal Raj, Chairman of Bar Council of Tamil Nadu and Puducherry, also graced the occasion as Guest of Honour.

The Guest of Honour, Dr. J. Vijayalakshmi, emphasized the Constitution as a living document and discussed emerging areas such as digital constitutionalism and environmental constitutionalism. The Vice Chancellor, Dr. S. Geetha Lakshmi, delivered the Presidential Address, stressing the relevance of constitutional values in legal education and research. The Honourable President, Er. A. C. S. Arunkumar sir, felicitated the national and international dignitaries and formally released the Book of Abstracts and subsequently, the Honourable Chancellor sir released the Book.

Justice Dr. T. N. Vallinayagam delivered the Inaugural Address, stressing the significance of education, ethics, and balanced constitutional development in a democratic society.
The Registrar, Dr. Palanivelu also graced the occasion, adding dignity and encouragement to the proceedings.
